10 best AI cold-calling agents for outbound sales in 2026

8 October 2026 · 14 min read · Competitor facts checked 8 October 2026

Summary

The best AI cold-calling agent depends on one question first: do you want software to build with, or calls made for you? Developer platforms are cheap per minute but you build, tune and run everything. Done-for-you services cost more up front but hand you conversations. We compared 10 tools on what actually matters for outbound sales.

  1. 01VocalMax – best done-for-you outbound calling for UK and UAE sales teams
  2. 02Retell AI – best self-serve platform if someone on your team can build and tune agents
  3. 03Bland AI – best for engineering teams running high-volume, tightly scripted calls
  4. 04Vapi – best for developers who want to choose every part of the voice stack
  5. 05Synthflow AI – best no-code platform for mid-market and enterprise budgets
  6. 06CloudTalk – best if you want a full cloud phone system with an AI agent add-on
  7. 07Thoughtly – best for calling inbound and opted-in leads back within seconds
  8. 08Regal – best for large consumer contact centres calling consented leads
  9. 09TopCalls – best for a managed programme at one flat per-minute price
  10. 1011x (Julian) – best for funded B2B teams with heavy inbound demand

Full disclosure: we make VocalMax. We’ve put ourselves first in the one category we were built for, and every other tool gets the category it genuinely wins. Every price and rating below links to its source, so you can check us.

Comparison table

Usage-based platforms (Retell AI, Vapi, Bland AI) stack per-minute charges for the voice engine, the language model, the voice and the phone line, so treat their starting price as a floor, not your real cost.

How we compared them

We judged each tool on what decides whether an AI agent works for outbound sales, not on how good its demo is:

  • Who does the work. Do you get a working agent calling your leads, or building blocks your team has to assemble and maintain?
  • Built for outbound. Campaigns, retries, calling hours per lead, voicemail detection and do-not-call handling, or mainly answering inbound calls?
  • Qualification and booking. Does it actually qualify and move a lead forward, and does the outcome reach your CRM or inbox?
  • Real pricing. Is the full cost published, and what is left out of the headline rate?
  • Reviews. Ratings on G2 and Trustpilot, and whether there are enough reviews to mean anything.

Sources: each vendor’s own pricing pages and documentation, plus G2 and Trustpilot, all checked on 8 October 2026. Where vendors contradict themselves, we use the pricing page and say so. Compliance claims are the vendors’ own.

Left out: Air.ai. It used to top lists like this one. In March 2026 the US Federal Trade Commission announced an $18 million settlement with the company and its owners over deceptive earnings claims, its Trustpilot rating is 1.2 from 83 reviews, and the air.ai address now belongs to a different company. It is no longer a product you can buy.

Which one is right for you?

  • You want booked conversations, not a project: VocalMax, or TopCalls if you prefer a flat per-minute price.
  • You have someone technical and want to build it yourself: Retell AI for the easiest start; Vapi or Bland AI for full control.
  • You already want a new phone system: CloudTalk.
  • Your leads fill in forms and need calling back fast: Thoughtly or 11x.
  • You run a large contact centre: Regal or Synthflow.

1. VocalMax: best done-for-you outbound calling

VocalMax is an AI calling service built by salespeople for sales teams. We read your lead list, build an agent around your sales process, run the campaigns on our own calling engine and hand you the leads worth calling back. Nothing to build, host or tune yourself.

Best for
SMBs and sales teams in the UK and UAE that want booked conversations without building anything
Pricing
Setup from £2,000 (enterprise £10,000–20,000), then minutes from 25p down to 18p on larger packs. Unanswered calls are not charged.
Needs engineering
No. We build and run the agent with you

Key features

  • Done for you: the agent is built from your lead list and your sales process, and every conversation is reviewed by our AI Sales Manager so we can keep improving it.
  • Calling done properly: each lead is called within its own local calling hours, voicemail is detected, retries and promised callbacks are handled automatically, and anyone who asks to be removed goes straight onto the do-not-call list.
  • Only the leads that matter: every call is transcribed and sorted (interested, callback, not interested), and hot leads land in your inbox, your CRM and your email.

Customer results

A UK property investment company ran three campaigns with VocalMax between April and June 2026, each to a list of about 1,000 investors: 3,397 calls, 1,236 conversations (36%), and 166 warm leads (85 interested, 81 asked for a callback). Each list of roughly 1,100 calls was worked in about two hours, and only 1.5% of people asked not to be called again.

Pros

  • No build, no prompt tuning, no telephony to manage
  • Outbound campaign controls built in: calling hours, retries, callbacks, do-not-call
  • You pay for conversations, not ringing

Cons

  • Not a do-it-yourself builder: developers who want full control should look at Retell AI or Vapi
  • Fewer native integrations than the big dialers today (ClickUp, webhooks and an API)
  • English-first today, and booking straight into your calendar during the call is not live yet

2. Retell AI: best self-serve platform

Retell AI is a voice agent platform with a no-code flow builder and full APIs. It is the quickest way to launch your own outbound campaign if someone on your team can build and tune the agent.

Pricing
$0.07–0.31 a minute pay as you go (voice engine $0.055, plus voice, model and phone line). 20 concurrent calls free, then $8 per line a month. $10 free credit.
Needs engineering

  • Batch calls from a CSV with scheduling, pacing and retries (+$0.005 a dial).
  • Voicemail handling and warm transfer to a human.
  • Appointment booking and CRM write-back; SOC 2 Type II, HIPAA and GDPR (vendor claim).

Pros

  • Easy to use for a technical team
  • Human-sounding voices and low delay
  • Transparent, itemised pricing

Cons

  • Costs add up at volume
  • Prompt tuning and learning curve
  • You still build, test and run every campaign yourself

Questions buyers ask

What does an AI cold-calling agent really cost?

Self-serve platforms start at $0.05–0.14 a minute, but once you add the voice, the language model and the phone line most teams pay roughly $0.08–0.30 a minute, plus the time to build and run it. Managed services charge more per minute or up front, and include that work.

Do I need a developer?

For Vapi and Bland AI, yes. Retell AI, Synthflow and CloudTalk are usable without code but still need someone to build and tune the agent. VocalMax, TopCalls, Regal and 11x do the build for you.

Can an AI agent cold call as well as a person?

It won’t replace your closers, but it can work a whole list in hours, never forgets a callback and hands your team only the conversations worth having. The quickest way to judge is to hear one yourself.

Hear it for yourself: our AI calls you in seconds.
